Hovester helps major contractors win complex public infrastructure bids. Our work is focused on two sectors: AEC & Infrastructure, and Aerospace & Defence. Operating in English and French, we support public procurement pursuits across Canada, including the specific requirements of the Quebec market.

AEC & Infrastructure

Public infrastructure is where we work. Transit, water, energy, bridges. The large, complex pursuits that run for years and decide a contractor's pipeline.

Canada's major public infrastructure projects are among the most demanding procurement competitions. The bids run long, span many domains, and carry real consequences. A single weak section or a story that doesn't hold together can cost the win on a pursuit worth hundreds of millions of dollars.

This is the work we're built for.

We've supported contractors and their partners across the full range of Canadian public infrastructure, on federal, provincial, and municipal pursuits, and under every major delivery model: alliance, design-build, progressive design-build, and integrated project delivery.

The teams we work with already have strong technical depth. What they need is someone who sees the whole bid at once, shapes the narrative across domains, and makes sure the submission is the best version of what the team actually has to offer.

Our clients are often a consortium of two to four firms whose separate contributions have to be integrated as one coherent bid.

Aerospace & Defence

Major aerospace and defence competitions run on the same principles as infrastructure bids: complex requirements, demanding evaluators, and a submission that has to make the case explicitly and clearly.

We support OEM primes and defence contractors competing for major public procurement programs in Canada. The pursuits are large, technically demanding, and evaluated with rigour. The bid has to demonstrate capability, credibility, and compliance in equal measure.

Our work in aerospace and defence draws on the same discipline we bring to infrastructure: understanding what the evaluator needs to award points, building a story that holds together across a complex technical and commercial response, and reflecting the full strength of what the team has to offer.

This is a selective part of our practice. We take aerospace and defence mandates where our experience in major procurement is directly applicable and where we can genuinely move the needle on the bid.
