Hovester helps major contractors win complex public infrastructure bids. We're a bid advisory firm based in Montreal, working with Tier 1 and Tier 2 contractors as well as design and engineering firms on the pursuits that decide their pipeline. We offer three services: Independent Bid Review, Strategic Co-Development, and Bid Leadership & Delivery.
Tier 1 and Tier 2 contractors, and the engineering and design firms who pursue major public work alongside them, often as consortium partners on a single bid. Our sectors are public infrastructure: transit, water, energy, and bridges. We also support aerospace and defence pursuits where our experience applies.
Yes, fully. We work in English and French, and we've led pursuits that ran entirely in French. French is a working language across our team, allowing us to develop proposals, collaborate with clients, and navigate Quebec public procurements entirely in French.
Across Canada. We've supported federal, provincial, and municipal pursuits regardless of location. We're location agnostic but industry specific: we go wherever the pursuit is, and we stay inside the sectors we know.
A bid where the hard part is holding everything together. The projects run for years, often three to fifteen. The response spans many domains at once: design, technical, commercial, pricing, project controls, quality, governance. The delivery model shapes the story; an alliance bid reads differently from a design-build bid. And the bidder is often a consortium of several firms whose inputs have to become one submission. That's the work we're built for.
The combination. We work only on major public bids in AEC and infrastructure, so we know the delivery models, the evaluators' world, and what scoring well takes. We've supported winning pursuits at the largest scale in Canada. The leadership team is very senior, with decades in this work, able to see across every domain of a bid and advise on the trade-offs between them. And we work in English and French. Each of those matters on its own. Together, they're hard to find in one firm.
